
The Solar Accelerated Transition Action Programme (Solar ATAP) has been introduced by the Government to further advance efforts to maximise the use of rooftop spaces for the generation of renewable energy (RE) from solar sources. The Solar ATAP Programme is a continuation of the Net Energy Metering (NEM) Programme, which concluded at the end of June 2025.
The implementation of this programme is based on the following fundamental principles:
- Maintaining the core principles of NEM, which allow excess energy to be exported to the grid as an energy offset, with adjustments to make it more attractive compared to the existing Solar for Self-Consumption (SelCo) Programme;
- Allowing excess solar PV generated energy to be exported back to the grid and setting the energy offset rate;
- Establishing the installation capacity limit for solar PV systems at 100% of the consumer maximum demand or 1MW enabling consumers to optimise their solar system installations.
The Solar ATAP programme was executed by the Ministry of Energy Transition and Water Transformation (PETRA), regulated by the Energy Commission (EC), with Sustainable Energy Development Authority (SEDA) Malaysia as the Implementing Agency (IA).
