The Solar Accelerated Transition Action Programme (Solar ATAP) has been introduced by the Government to further advance efforts to maximise the use of rooftop spaces for the generation of renewable energy (RE) from solar sources. The Solar ATAP Programme is a continuation of the Net Energy Metering (NEM) Programme, which concluded at the end of June 2025.

 

The implementation of this programme is based on the following fundamental principles:

  • Maintaining the core principles of NEM, which allow excess energy to be exported to the grid as an energy offset, with adjustments to make it more attractive compared to the existing Solar for Self-Consumption (SelCo) Programme;
  • Allowing excess solar PV generated energy to be exported back to the grid and setting the energy offset rate;
  • Establishing the installation capacity limit for solar PV systems at 100% of the consumer maximum demand or 1MW enabling consumers to optimise their solar system installations. 

The Solar ATAP programme was executed by the Ministry of Energy Transition and Water Transformation (PETRA), regulated by the Energy Commission (EC), with Sustainable Energy Development Authority (SEDA) Malaysia as the Implementing Agency (IA).

PROCEDURE FOR SOLAR ATAP TECHNICAL ASSESSMENT STUDY

Before submitting a Solar ATAP application, applicants are required to contact the Electricity Utility Company (TNB) to carry out a technical assessment of the proposed installation capacity. The requirement for this mandatory assessment is determined based on the system’s rated kilowatt (kW), as specified in the table below

For domestic category (Connection Confirmation Check (CCC)):

The studies shall be conducted by the EUC or its appointed consultant to establish the technical and safety requirements and determine the feasibility of the connection.

PROCEDURE FOR NEM METER APPLICATION AND SIGNING SOLAR ATAP CONTRACT

  • Please click the Flowchart of Solar ATAP Application Process for the details on workflow.
  • Solar ATAP applicant must submit the application, only after all of the installation work for Solar PV fully completed and successfully commissioned.
  • Please ensure that the interconnection point is fulfilled according to TNB’s Electricity Supply Application Handbook (ESAH) obtainable from TNB’s website, prior submitting the application.
  • Kindly update the customer’s email address in Solar ATAP Application Form (Solar ATAP Contract) in order to ensure delivery of Payment for Electricity Supply Application Letter, Solar ATAP Welcome Letter and Solar ATAP bill.
  • Only fully completed application will be processed. Incomplete application will be returned to applicant. TNB reserves the right to reject incomplete submission.
  • Submission must be done through TNB’s online platform, including the following forms and supporting documents.

  • Solar ATAP Certificate
  • Solar ATAP Contract – Application for Electricity Supply (Solar ATAP Application Form) and Terms & Conditions.
  • Copy of IC for individual TNB account or Letter of authorization from company / SSM details and Representative’s copy of IC for non-individual TNB account
  • A copy of Generating License by Suruhanjaya Tenaga (subject to requirement according to Electricity Supply Act 1990)
  • Form G & Form H (Attachment of Single Line Diagram and Copy of Test Results are required)
  • Solar ATAP Testing and Commissioning Form
  • Copy of competent certificate and Registered Electrical Contractor (Form N & Q)

Via Power Purchase Agreement (PPA) or Solar Leasing

Solar ATAP applicants may opt to purchase solar electricity by signing power purchase agreement (PPA) with solar investors, via solar leasing programme or a hybrid of both, as offered by Registered Solar PV Investor (RPVI). The RPVI offer zero upfront capex business models to interested parties.

Power Purchase Agreement (PPA)

  • Worry-free maintenance & performance
  • Payment in energy (RM/kWh) – the site owner will pay for solar energy generated (RM/kWh) from the PV system
  • Longer payback period
  • Installation done by the RPVI's EPC contractors / RPVSP
  • System is owned by the RPVI

Solar Leasing

  • Worry-free maintenance & performance
  • Fixed Monthly payment (RM) - You pay a fixed monthly "rent" in return for the use of the PV system
  • Longer payback period
  • Installation done by RPVI's EPC contractors / RPVSP
  • System owned by site owner after lease period end

RPVI is a Registered Solar PV Investor under the NEM Programme that enables any company to become an investor under the solar PV project. Under RPVI, investors provide power purchase agreement (PPA) and Solar Leasing services.

  • Has 100% local Engineering, Procurement and Construction (EPC).

RPVSP is a Registered PV Service Providers (RPVSP) companies which includes services such as consultations, designing, supplying, installation and testing & commissioning of a complete solar PV system.

What is the concept of Solar Accelerated Transition Action Programme (ATAP)?

Solar Accelerated Transition Action Programme (ATAP) or Solar ATAP is introduced as an enhancement of consumer-based solar initiatives in Peninsular Malaysia. The programme provides a cost-neutral and transparent mechanism for consumers to install and operate solar photovoltaic (PV) systems for self-consumption, while allowing surplus energy to be exported to the grid.

When will the Solar ATAP be implemented?

The Solar ATAP will be implemented on 1st January 2026.

Who is eligible to apply for the Solar ATAP programme?

The applicant must meet the following eligibility requirements: 

The applicant must be a registered consumer of Tenaga Nasional Berhad (TNB) 

 

Domestic Group is required to conduct a Connection Assessment Study (CAS) during the supply application stage. Consumers may subsequently apply to participate in Solar ATAP
The applicant who is not registered under the Self Consumption (SelCo) or Net Energy Metering (NEM) programmes

 

Any consumer who is also a generator such as but not limited to co-generator and back-feed or TNB accounts registered under tenant sub meters in the multi-tenant scheme, is not eligible to apply for Solar ATAP programme. 
How can I apply for Solar ATAP?

Applications for Solar ATAP can be made via SEDA Malaysia Solar ATAP online system (eATAP): atap.seda.gov.my. The Solar ATAP applicant shall appoint SEDA Malaysia Registered PV Service Provider (RPVSP)  for Solar ATAP application submission.

Is there a capacity limit for solar PV installations under Solar ATAP?

Yes. For domestic consumers:

    ◦  Single phase: up to 5 kW* 

    ◦  Three phase: up to 15 kW*  

 

For non-domestic consumers:

Up to 100% of Maximum Demand (MD) subject to technical assessment with maximum limit of 1,000 kW

What types of technical assessment studies may be required before submission of the Solar ATAP application?

Depending on voltage level and capacity, applicants may be required to conduct the technical assessment as per table below:

Is there any tenure in the Solar ATAP contract between TNB and the Solar ATAP Consumer?

The Solar ATAP tenure will be for a period of ten (10) years on commencement of the Solar ATAP Contract. After the ten (10) years period, the solar PV Installation shall be strictly for self-consumption in the Premise where the solar PV installation is installed, and no offset and roll-over will be allowed for any excess energy exported.

Is the ST Generating License required for application under Solar ATAP?

Applicants are to note and comply to the licensing requirements stipulate under the Electricity Supply Act 1990 [Act 447].

What types of incentives are available for Solar ATAP consumer?

At the moment, there are fiscal incentives offered to eligible companies in the form of Green Technology Incentive by Malaysia Investment Development Authority (MIDA).
