What is the concept of Solar Accelerated Transition Action Programme (ATAP)?
Solar Accelerated Transition Action Programme (ATAP) or Solar ATAP is introduced as an enhancement of consumer-based solar initiatives in Peninsular Malaysia. The programme provides a cost-neutral and transparent mechanism for consumers to install and operate solar photovoltaic (PV) systems for self-consumption, while allowing surplus energy to be exported to the grid.
When will the Solar ATAP be implemented?
The Solar ATAP will be implemented on 1st January 2026.
Who is eligible to apply for the Solar ATAP programme?
The applicant must meet the following eligibility requirements:

Domestic Group is required to conduct a Connection Assessment Study (CAS) during the supply application stage. Consumers may subsequently apply to participate in Solar ATAP |
| ◦ | The applicant who is not registered under the Self Consumption (SelCo) or Net Energy Metering (NEM) programmes |

Any consumer who is also a generator such as but not limited to co-generator and back-feed or TNB accounts registered under tenant sub meters in the multi-tenant scheme, is not eligible to apply for Solar ATAP programme. |
How can I apply for Solar ATAP?
Applications for Solar ATAP can be made via SEDA Malaysia Solar ATAP online system (eATAP): atap.seda.gov.my. The Solar ATAP applicant shall appoint SEDA Malaysia Registered PV Service Provider (RPVSP) for Solar ATAP application submission.
Is there a capacity limit for solar PV installations under Solar ATAP?
Yes. For domestic consumers:
◦ Single phase: up to 5 kW*
◦ Three phase: up to 15 kW*
For non-domestic consumers:
Up to 100% of Maximum Demand (MD) subject to technical assessment with maximum limit of 1,000 kW
What types of technical assessment studies may be required before submission of the Solar ATAP application?
Depending on voltage level and capacity, applicants may be required to conduct the technical assessment as per table below:

Is there any tenure in the Solar ATAP contract between TNB and the Solar ATAP Consumer?
The Solar ATAP tenure will be for a period of ten (10) years on commencement of the Solar ATAP Contract. After the ten (10) years period, the solar PV Installation shall be strictly for self-consumption in the Premise where the solar PV installation is installed, and no offset and roll-over will be allowed for any excess energy exported.
Is the ST Generating License required for application under Solar ATAP?
Applicants are to note and comply to the licensing requirements stipulate under the Electricity Supply Act 1990 [Act 447].
What types of incentives are available for Solar ATAP consumer?
At the moment, there are fiscal incentives offered to eligible companies in the form of Green Technology Incentive by Malaysia Investment Development Authority (MIDA).
