YBrs. Tuan Haji Ir. Roslee Esman was appointed as an Authority Member for the Sustainable Energy Development Authority (SEDA) Malaysia on 1 June 2025. With over 30 years of experience in the energy sector, he brings extensive expertise in mechanical engineering, gas development, and sustainable energy planning. Currently, he serves as the Director of the Industry Planning and Development Department at the Energy Commission (ST), where he oversees strategic energy industry planning to ensure supply security, address future energy demands, and drive the national sustainable energy agenda, aligned with the Net Zero Emissions 2050 target and the National Energy Transition Roadmap (NETR).
He holds a Bachelor of Engineering (Mechanical) from Universiti Teknologi Malaysia (UTM). Ir. Roslee is a registered Professional Engineer with the Board of Engineers Malaysia (BEM) and a member of The Institution of Engineers Malaysia (IEM). He also possesses advanced certifications in gas utility management and visual welding inspection.
Ir. Roslee began his career in 1992 as an Assistant Director/Factory and Machinery Officer at the Department of Occupational Safety and Health (DOSH) before transitioning to the Department of Electricity and Gas Supply, where he served until 2000. Since joining the Energy Commission in 2001, he has held several key leadership positions, culminating in his role as Director of Industry Planning and Development in 2023.
Throughout his career, Ir. Roslee has been instrumental in shaping the energy sector. He played a pivotal role in the amendment of the Gas Supply Act 1993 and has led various national energy initiatives. His contributions include formulating and reviewing critical renewable energy policies and programs such as SELCO, NEM, CGPP, LSS, ENEGEM, CRESS and CREAM, while ensuring the efficient implementation of government-led energy projects. Additionally, he spearheads the development of long-term electricity supply industry plans for Peninsular Malaysia, with a focus on renewable energy potential and economic feasibility.
