YBhg. Tan Sri Wan Ahmad Dahlan Haji Abdul Aziz was appointed as a Chairman of the Sustainable Energy Development Authority (SEDA) Malaysia on May 15, 2025. He is currently the 27th Director-General of Public Service (DGPS) Malaysia.
Prior to this, YBhg. Tan Sri Wan Ahmad Dahlan was the Director-General of the Implementation Coordination Unit in the Prime Minister’s Department. With 30 years of experience in the public service sector, which began in January 1995 as an Assistant Secretary at the Ministry of Transport, he has developed expertise in areas such as human resource management, state administration, land development, protocol, enforcement, and public safety.
His career also includes serving as the Secretary-General of the Ministry of Home Affairs and Comptroller of the Royal Household at Istana Negara. He has been recognized with several honors, including the Panglima Setia Mahkota (P.S.M), Panglima Setia Diraja (P.S.D), Darjah Seri Paduka Setia Mahkota Kelantan (S.P.S.K), and Darjah Kebesaran Sri Sultan Ahmad Shah Pahang (S.S.A.P).

With 29 years of dedicated service in the Public Service, he actively contributes to both the public and private sectors at both international and domestic levels. He continues to make a valuable impact on the community through various assignments and roles.
He embarked on his career with the Malaysian Government in 1995, bringing him extensive experience in economics, trade, investment, science and technology, environment, energy, public utilities and strategic planning throughout his career.
From 2009 to 2011, he broadened his horizons by joining Government-Linked Companies, offering strategic business development, advisory services, and technical expertise. This valuable experience enriched his professional background in the public and private sectors, enhancing his knowledge and skills.
Furthermore, he has assumed pivotal positions in global committees and organizations, advocating for Malaysia’s interests in the respective domain while actively engaging in social and community endeavours.

YBhg. Dato’ Ir. Ts. Gs. Dr. Mohd Azhar Abd Hamid was appointed as an Authority Member for the Sustainable Energy Development Authority (SEDA) Malaysia on November 15, 2023. Currently, he serves as the Director General of the Department of National Solid Waste Management under the Ministry of Local Government Development (KPKT)
He possesses extensive experience in both the government and private sectors. Throughout his career, he has been exposed to government procedures, private collaborations, outcomes-based evaluation, strategic planning, research field, technology implementation, product innovation, technical analysis, and administrative management, all with the aim of enhancing good governance.
Previously, from 2016 to 2023, his last position at the Solid Waste and Public Cleansing Corporation (SWCorp) was the Director of the Technology and Research Division. In this capacity, he oversaw the development of solid waste management facilities in Malaysia to meet the requirements of the National Solid Waste Management Guidelines.
From year 2008 to 2014, he served as the State Director of Negeri Sembilan, managing and executing overall administrative operations for the state and its seven branch offices. Before that, he worked as a Council Engineer at the Seremban City Council from 2005 to 2008 and as a Project Engineer at Puncon Construction Sdn. Bhd from 2002 to 2005.

Dr. Mohd Azhar holds a Diploma in Civil Engineering and a Bachelor’s Degree (Hons) in Civil Engineering from Mara University of Technology (UiTM), an M.Sc. in Engineering Management from University of Technology Mara (UiTM), and a Ph.D. in Solid Waste Management from Universiti Sains Malaysia (USM).

With more than 22 years of dedicated service in the Malaysian Public Service, he has contributed extensively to national fiscal policy, debt management, investment evaluation, and economic strategy. His experience spans engagements with multilateral organisations, rating agencies, and various government ministries, reflecting his strong leadership in public finance and economic policy and planning.
He began his career in 2002 with MERCY Malaysia as an Assistant Accountant before joining the Ministry of Finance in 2003. Throughout his tenure, he has held pivotal roles across multiple MOF divisions—including macroeconomics, fiscal policy, services and international economics, strategic investments, and debt & risk—providing him with comprehensive expertise in public sector financial management. His secondment to the Prime Minister’s Office as Director of the Economic Division in 2023 broadened his strategic exposure to national economic and investment affairs.
In addition to his civil service career, En. Imri has served on the boards of several major institutions, including Urusharta Jamaah Sdn Bhd, GOVCO Holdings, Danajamin Nasional Berhad, Public Sector Home Financing Board (LPPSA), and currently Bank Pembangunan Malaysia Berhad and Perbadanan Insurans Deposit Malaysia (PIDM). These roles strengthened his capabilities in governance, investment oversight, and financial sector stability.

YB Lee Chean Chung

YB Lee Chean Chung was appointed as an Authority Member for the Sustainable Energy Development Authority (SEDA) Malaysia on 1st August 2023. He is a Malaysian politician, researcher and environmental activist who has served as the Member of Parliament (MP) for Petaling Jaya since November 2022.
YB Lee completed his undergraduate studies at the Multimedia University (MMU), where YB Lee pursued Engineering, majoring in Computer. YB Lee has two Masters degree from Malaysia University of Science and Technology (MUST) majoring in M.Sc Transportation and Logistics in 2006 and Master’s in Public Administration from Lee Kuan Yew School of Public Policy, National University of Singapore (NUS) in 2019. In 2020, he received Dongfang Scholarship Program from Peking University, China whereby he completed a 3-month executive program named “Workshop on Governance” with 25 outstanding emerging leaders from all over the world.
Prior to entering active politics, YB Lee gained experience working in global market research and consulting firm. Subsequently, he joined the Political Studies for Change Unit (KPRU) as a Research Officer from 2008 to 2011. In his role, he provided strategic research support and organised consultative meetings of bills for approximately 30 MPs.
YB Lee has extensive research experience in various fields. His master’s thesis, titled “GPS Taxi Dispatch System Based on A Shortest Path Algorithm,” has been referenced in multiple journal articles. In 2019, he collaborated on a paper titled “Institutions for Sustainability: Informal Settlers” for the GSP Conference 2019: Urban Possibilities: Reimagining Philippines. Additionally, he has co-authored books such as “Jiwa Merdeka” and “Green Political Reform” (绿色政改) and has contributed to esteemed publications, including The Edge, Malaysiakini, and Oriental Daily.
Being active in international engagement and training, YB Lee was awarded the Most Outstanding Alumnus of the Konrad Adenauer Stiftung Young Politicians (KASYP) program in 2019. He is also a fellow of the International Adenauer Network, a Professional Fellow of Youth for Southeast Asia Leadership Initiatives (YSEALI) and American Council of Young Political Leaders (ACYPL), and a graduate of the Political Advisor Course, Graduate School of Government (The University of Sydney). YB Lee was also invited to speak at the Youth Leadership Academy of the Generation Democracy (2017) and Copenhagen Democracy Summit (2020), as well as an invitation by the Danish Institute for Parties and Democracy (DIPD) (2020).

With over 30 years of experience in the energy sector, he brings extensive expertise in mechanical engineering, gas development, and sustainable energy planning. Currently, he serves as the Director of the Industry Planning and Development Department at the Energy Commission (ST), where he oversees strategic energy industry planning to ensure supply security, address future energy demands, and drive the national sustainable energy agenda, aligned with the Net Zero Emissions 2050 target and the National Energy Transition Roadmap (NETR).
He holds a Bachelor of Engineering (Mechanical) from Universiti Teknologi Malaysia (UTM). Ir. Roslee is a registered Professional Engineer with the Board of Engineers Malaysia (BEM) and a member of The Institution of Engineers Malaysia (IEM). He also possesses advanced certifications in gas utility management and visual welding inspection.

Roslee began his career in 1992 as an Assistant Director/Factory and Machinery Officer at the Department of Occupational Safety and Health (DOSH) before transitioning to the Department of Electricity and Gas Supply, where he served until 2000. Since joining the Energy Commission in 2001, he has held several key leadership positions, culminating in his role as Director of Industry Planning and Development in 2023.
Throughout his career, Ir. Roslee has been instrumental in shaping the energy sector. He played a pivotal role in the amendment of the Gas Supply Act 1993 and has led various national energy initiatives. His contributions include formulating and reviewing critical renewable energy policies and programs such as SELCO, NEM, CGPP, LSS, ENEGEM, CRESS and CREAM, while ensuring the efficient implementation of government-led energy projects. Additionally, he spearheads the development of long-term electricity supply industry plans for Peninsular Malaysia, with a focus on renewable energy potential and economic feasibility.

She brings over 22 years of extensive experience in the renewable energy (RE) sector, specialising in strategic planning, policy development, and implementing renewable energy initiatives. Her proven expertise includes managing large-scale projects, fostering industry collaborations, and advancing human capital development within the RE industry.
Ts. Azah Ahmad previously served as the Senior Director of the Strategic Planning Division at SEDA Malaysia until 2020, having been part of the organisation since its inception in 2011. She was one of the key contributors to the drafting of the Renewable Energy and SEDA Acts in 2011, under the initiative of the then Ministry of Energy, Water, and Communications. She holds a Bachelor of Science in Electrical and Computer Engineering from The Ohio State University, USA (1998) and a Master of Science in Energy Technology from Universiti Kebangsaan Malaysia (UKM) (2004).
Her career in the renewable energy and energy efficiency sector began in 1999 with Pusat Tenaga Malaysia (later known as Greentech Malaysia). She oversaw energy efficiency projects, focusing on building energy initiatives, including energy audits and benchmarking. She represented Malaysia at the ASEAN Energy Efficiency & Sub-sector Network (EE-SSN) and served on SIRIM’s Technical Committee for Performance of Household and Similar Electrical Appliances. In 2005, she was appointed Project Manager for the Malaysia Building Integrated Photovoltaic (MBIPV) Project, a government initiative co-funded by UNDP/GEF (2005–2011), where she was responsible for showcase and demonstration components.
During her tenure with SEDA Malaysia, Ts. Azah played a critical role in implementing key programs such as the Feed-in Tariff (FiT) and Net Energy Metering (NEM), driving renewable energy industry development and supporting human capital growth through the creation of comprehensive training programs. She provided essential technical support and advisory services to government agencies, local institutions, universities, and private sector entities, ensuring compliance with RE project guidelines and procedures. Under her leadership, SEDA Malaysia developed and conducted various training programs, particularly in solar PV, collaborating with local training institutions nationwide. Her contributions significantly advanced Malaysia’s renewable energy sector, integrating sustainable energy technologies into the national framework.
She maintained strong collaborative relationships with numerous agencies and local universities, fostering partnerships in renewable energy initiatives. Ts. Azah was an active member of the PV Working Group Committee under Standards Malaysia, responsible for developing solar PV-related standards in the country. She frequently spoke at seminars and conferences and was invited as a guest lecturer at local and international levels. Additionally, she served as a Board of Study and External Reviewer for Master’s programs specialising in renewable energy at institutions including UM, UTM, UniKL MFI, and UniKL BMI.
At the international level, Ts. Azah served as Chairman of the ASEAN Energy Awards’ Renewable Energy category since 2012 and represented Malaysia as the ASEAN Renewable Energy Sub-sector Network (RE-SSN) focal point. She also represented Malaysia at the APEC Experts Group on New and Renewable Energy Technologies (EGNRET). Following her departure from SEDA Malaysia, she continued to serve as Chairman of the National Energy Awards (NEA) – Renewable Energy Category until 2023, recognising excellence among Malaysia’s energy industry leaders. In 2020, she was honoured at the ASEAN level with the ASEAN Excellence in Energy Management (Individual) award.

She represented Malaysia at the ASEAN Energy Efficiency & Sub-sector Network (EE-SSN) and served on SIRIM’s Technical Committee for Performance of Household and Similar Electrical Appliances. In 2005, she was appointed Project Manager for the Malaysia Building Integrated Photovoltaic (MBIPV) Project, a government initiative co-funded by UNDP/GEF (2005–2011), where she was responsible for showcase and demonstration components.
During her tenure with SEDA Malaysia, Ts. Azah played a critical role in implementing key programs such as the Feed-in Tariff (FiT) and Net Energy Metering (NEM), driving renewable energy industry development and supporting human capital growth through the creation of comprehensive training programs. She provided essential technical support and advisory services to government agencies, local institutions, universities, and private sector entities, ensuring compliance with RE project guidelines and procedures. Under her leadership, SEDA Malaysia developed and conducted various training programs, particularly in solar PV, collaborating with local training institutions nationwide. Her contributions significantly advanced Malaysia’s renewable energy sector, integrating sustainable energy technologies into the national framework.
She maintained strong collaborative relationships with numerous agencies and local universities, fostering partnerships in renewable energy initiatives. Ts. Azah was an active member of the PV Working Group Committee under Standards Malaysia, responsible for developing solar PV-related standards in the country. She frequently spoke at seminars and conferences and was invited as a guest lecturer at local and international levels. Additionally, she served as a Board of Study and External Reviewer for Master’s programs specialising in renewable energy at institutions including UM, UTM, UniKL MFI, and UniKL BMI.
At the international level, Ts. Azah served as Chairman of the ASEAN Energy Awards’ Renewable Energy category since 2012 and represented Malaysia as the ASEAN Renewable Energy Sub-sector Network (RE-SSN) focal point. She also represented Malaysia at the APEC Experts Group on New and Renewable Energy Technologies (EGNRET). Following her departure from SEDA Malaysia, she continued to serve as Chairman of the National Energy Awards (NEA) – Renewable Energy Category until 2023, recognising excellence among Malaysia’s energy industry leaders. In 2020, she was honoured at the ASEAN level with the ASEAN Excellence in Energy Management (Individual) award.
YBhg. Dato’ Hamzah bin Hussin

YBhg. Dato’ Hamzah bin Hussin has been appointed as the Chief Executive Officer SEDA Malaysia on 22nd February 2021. YBhg. Dato’ Hamzah obtained his Bachelor of Economics (Analytical Economics) from University of Malaya in the year of 1999.
He began his career in Administrative and Diplomatic Services in year 2003 as an Assistant Secretary of Finance Division in the Finance Division, Ministry of Education and has served in various ministries and district administrations.
YBhg. Dato’ Hamzah also has a vast experience as Senior Private Secretary to Ministers and Deputy Ministers in the various ministries, namely the Ministry of Home Affairs, Ministry of Defence, Prime Minister’s Department, Ministry of Information and also the Ministry of Energy and Natural Resources (KeTSA).
Apart from that, YBhg. Dato’ Hamzah also has notable experience in the field of land administration and management as well as managing development projects. In 2014, he was appointed as the District Officer of Kerian, Perak for a period of 2 years. YBhg. Dato’ Hamzah also has made history when he was appointed as the first District Officer for the newly established district of Bagan Datuk, Perak in May 2016.
